The decision to hold competitions between supra-mutants was, we later came to know, a political one.

Supra-mutations introduced an element into the stage of international politics that humanity had never experienced: a complete lack of certainty of a nation's military capacity.

The concept of not knowing was always there, but there was ever the ability to learn, or failing that, to make credible enough predictions. The utter inability to know and predict another nation's capabilities was rashly introduced once it was confirmed that both the generation and distribution of said abilities were random. Outside of the teenage factor, there was no way to project numbers of supra-mutants, or even what abilities they could have. How powerful they could be.
