In this chapter, Silawán failed to fully protect Amihan at the threshold, and in this world, failure has consequences.
Because her desire (her 'want') is so strong, it made her vulnerable to forces like Liraya who don't take by force but by invitation. So instead of resisting, Amihan slipped through into the in-between, where she can be claimed and reshaped.
Silawán loses authority because the forest no longer fully trusts him. Tala realizes she can't rely on the forest anymore and decides to act on her own.
In other words, Amihan is taken not because she was weak, but because her wanting was powerful enough to pull her beyond everyone's control.
