Liam thinks about Pluto’s word just now. Pluto clearly said that he doesn’t mind for now, but later on he wanted for the people who are standing guard to be replaced with their own people. It is telling Liam one thing, that Pluto is trying to make his own force.
The number of people to guard an island the size 9 times of New York City must have been enormous. It won’t stop with hundreds of people. At least it will be in the thousands. Although they could make use of technology like radars, normal sentries and guard rotation need to be made. At least they need an outpost for every one or two kilometers apart.
It also makes sense that Liam needs to see the island first before deciding the future course of action. He will be able to scout the island and make an outline about the future security……
