After a nuclear catastrophe, most of the world's, governments, or any that remained, were drained of resources and critical manpower lost their central power base and as a result lose grip and control of vast swaths of their populations and heads of states are just mere figureheads or none at all. Not that these mattered at all anyway. With raging firestorms all over the surface of the planet, there was little to govern effectively as Earth will be plunged into a long nuclear winter, the ozone layer destroyed and billions facing death by starvation and the effects of radiation.

Most of the still surviving cities that escaped being bombed into oblivion precariously hang on as people with nowhere to go flock into them to try their luck. These dystopian cities, as what they had become out of necessity, are often ruled by g**g leaders-local kings who hold sway over the hapless citizens who have no choice but to serve every whim of their warlord masters.

As resources become scarce due to the lingering radiation and crop growing become extremely difficult, the city states turn into deadly citadels as kings wage war with each other in desperate food wars. Alliances naturally form to gain advantage and the strongest local monarchs increase their dominion.

In the present political system, earth and humanity in the verge of collapse, and some scientists and men of reason start the painful steps to steer mankind into a right direction. But time is running out, in these dire circumstances, only a miracle will save civilization from total collapse.
